yes capitalism is the new mercantilism do to the fact that the mercantilism hasn't be used in a lot of years do to the fact that the concept of producing and buying & selling always is going to be more eficient that dont using the products of your territory using,Capitalism they all can be rich winning more and having more than only your products.
(so really capitalism is the best option)
